TITLE XII

TRANSITIONAL PROVISIONS

Article 102: The establishment of the institution set forth in the present Constitution shall begin three (3) months, at the latest, after its promulgation and shall be concluded nine (9) months, at the latest, after its promulgation.

Article 103: While waiting for the establishment of the institutions set forth in the present Constitution, power shall be exercised in conformity with the provisions of the Constitutional Charter of the Military Committee of National Salvation of February 9, 1985.

The Military Committee of National Salvation (Comité Militaire de Salut National) has decided, in addition, that the regulatory texts concerning the freedom of organizing political parties and the freedom of the press shall be adopted two (2) weeks, at the latest, after the adoption of the Constitution.
